Accessibility Statement
Website: https://rimplovdiv.com/
Organisation: Regional Historical Museum – Plovdiv (RIM-Plovdiv)
RIM-Plovdiv is committed to ensuring the accessibility of its website in compliance with Art. 58c of the Electronic Government Act (EGA) and the requirements of the harmonised European standard EN 301 549 V3.2.1 (2021-03).
I. Compliance Status
The RIM-Plovdiv portal partially complies with the accessibility requirements due to the non-compliances and exclusions specified in Section III.
II. Preparation Method of the Statement
The statement was prepared through self-assessment by the website administrator, using automated testing tools (Google Lighthouse) and manual inspection of representative pages.
III. Non-Accessible Content (Non-Compliances and Exclusions)
Despite the majority of the content complying with the EN 301 549 V3.2.1 (2021-03) standard, the following non-compliances and elements excluded by law have been identified.
1. Non-Compliances Subject to Remediation (Technical Errors)
RIM-Plovdiv is committed to a continuous process of improving website accessibility. The identified non-compliances, specified in Section III.1, will be gradually resolved in accordance with the museum’s resources and priorities, aiming for full compliance with the EN 301 549 V3.2.1 (2021-03) standard.
| Category | WCAG Criterion | Description of the Non-Compliance |
| Structure and Headings | 9.2.4.6 (Headings and labels) | Improper nesting of heading elements ($\text{H}1, \text{H}2, \text{H}3$, etc.) has been observed, with levels being skipped in places. This violates the semantic structure of the page and hinders navigation with screen readers. |
| Interactive Elements | 9.2.4.4 (Link purpose) | Links without a discernible name have been found. This applies to icons or images used as links that lack an $\text{aria-label}$ or descriptive $\text{alt}$ text, making them incomprehensible to screen readers. |
2. Content Excluded from the Scope of the Act (Legal Exclusions)
These elements are excluded according to Art. 58c, para. 3 of the Electronic Government Act (EGA) and are not subject to remediation as they constitute a disproportionate burden or are purely decorative.
| Category | WCAG Criterion | EGA Article No. | Description of the Exclusion |
| Decorative Multimedia | 9.1.2.2 (Captions) | Art. 58c, para. 3, item 2 | The background video (banner clip vision) is without captions and audio. It is for a purely decorative purpose and does not convey essential information to the user, and is therefore excluded from the requirements. |
| Archived Documents | 9.1.1.1 and 10.x.x.x | Art. 58c, para. 3, item 5 | Documents published before 01.01.2020, which are in the form of scanned or unstructured $\text{PDF}$ or $\text{DOCX}$ files. Their reprocessing is considered a disproportionate burden. |
IV. Measures to Address Non-Compliances
RIM-Plovdiv is committed to maintaining a high level of accessibility and continually resolving all newly emerging issues.
